The problem of combating corruption is one of the most important for any state. The system of public administration cannot be effective if it is deeply affected by corruption manifestations that block the normal activities of state authorities and local self-government. For Russian society, the problem of corruption today has acquired particular significance, since its scale has reached the level of a social disaster.
