This monograph by Barbara Jelavich, Professor of History at the University of Indiana and author of A Century of Russian Foreign Policy and many other books and articles, treats the relationship of the European powers and the Ottoman government in connection with the Straits question during the period from 1870, when Alexander I1 of Russia denounced the Black Sea clauses of the Treaty of Paris, to 1887, when a radical change in international alignments basically affected the status of the Straits issue.
