From the standpoint of a systematic approach, the current state of the problem of choosing management decisions in conditions of incomplete certainty of the decision-making situation is described. The methodology of system research of control operations as a set of information processes is described. The structure of such information objects and the tasks of their interpretation are analyzed. The possibilities and limitations of procedures for modeling complex systems in order to select optimal management solutions are shown. The main approaches to assessing the quality and efficiency of complex systems, including the quality of management decisions and the effectiveness of management processes, were discussed.
