This study for the first time gives a holistic view of the phenomenon of the Cossacks, its evolution, types of basic Cossack communities, similarities and differences in their political and legal institutions, fighting qualities, attitudes towards religion and socio-economic processes within and between communities at the most important stage of the turning point of Cossack history, which was the era of the reign of Emperor Peter I.
