The history of the Russian political police has not yet been studied. Until now, researchers have approached the archives of the III Division and the Police Department only as material on the history of the revolutionary movement. Meanwhile, the elucidation of the social nature and functions of the police organization is extremely essential for understanding the position of the tsarist government in the class struggle and its policies.
