On August 24, 1776, during the administrative reform of Catherine II, the Kaluga governorate was established, which included the territory of the former Kaluga province of the Moscow province and part of the Bryansk district of the Belgorod province. During the formation of Kaluga governorate in 1776, it included 12 counties: Borovsky, Kaluga, Kozelsky, Likhvinsky, Maloyaroslavetsky, Medynsky, Meshchovsky, Mosalsky, Odoevsky, Peremyshlsky, Serpeysky and Tarussky.
