The Pan-Europe manifesto (1923) formulated the concept of uniting the countries of the European continent, which largely determined the nature of the modern European Union. R. N. Kudenhove-Kalergi, author of the books "Pan-Europe" "Stalin & So," "Totalitarian State - Totalitarian Man," "Europe as a World Power," "Practical Idealism," "European People," "Crisis of Ideology," "New Unification of Europe," etc., went down in the history of European integration as the founder of Pani European Union, who devoted his life to the idea of uniting Europe. This edition of the Pan-Europe manifesto is the first publication of this historical document in Russian; in the USSR, the ideas of pan-Europeanism were criticized by most Soviet political scientists.
