The reference book is compiled with the Highest permission of the Sovereign Emperor, with the aim that officers of all arms can always have a manual for information on all the various subjects they meet in the service; especially in cases and circumstances where they are not able to resort to either the Code of Military Regulations or other books; for example: on a campaign, in a camp, on maneuvers, etc.
