This publication is designed to fill the gap in the social and political history of Zor - a region in the Alazan Valley, populated compactly by Avars. In the XVIII century and until 1830, the Avars of Zor had two state formations - the Dzhar "republic" and the Elisuy sultanate. In 1830, this region was occupied by the troops of the Russian Empire and was subsequently transformed into an independent administrative-territorial unit - the Zagatala district, which was not part of any of the Russian provinces in the Caucasus.
