This publication has strengthened the systematization of individual decrees and orders by introducing reviews of legalizations and significantly expanding the comments of the part. The guidelines and explanations of the Main Directorate of Communal Services of the NKVD and the People's Commissariat of Justice were fully used in order to give benefits both for planned housing work and for resolving issues of everyday housing practice.
