P.P. Zavarzin compiled the Instructions of the Moscow Security Department, which is extremely interesting as a document organizing the work of the capital's political investigation. It contained specific advice on the formation of a secret agent network, communication and work with this agent, and various categories of secret employees were specified. The heads of the gendarme administration rarely got along with the Police Department, and P.P. Zavarzin was no exception. After the February Revolution, the former head of the Moscow security department was arrested, but was soon released and was able to leave Russia.
