The second volume of the publication covers the period 1949-1953, poorly studied in Russian historiography. It was at this time, after the establishment of the political monopoly of the Communist Parties in the countries of the region and thereby the final cutting off of all other possible options for social development, that the process of folding a new ruling layer began to develop intensively - the party-state nomenclature, which concentrated in its hands all the fullness of political, ideological and economic power.
