In Soviet times, it was often said that the system of party-state control of the RCP (b) - VKP (b) was a product of the living, independent creativity of the ordinary party masses. But the facts suggest otherwise. After its coming to power, the RCP (b) required special bodies to exercise constant internal party control, first over the implementation of the Program and the Party Charter, and later on party-state control over the execution of orders and orders of the party leadership at all levels.
