The importance of this monument is confirmed by another, completely external circumstance. As you know, the colossal edition of the "Full Collection of Laws" begins with the Code of Tsar Alexei Mikhailovich. All previous legislation was ignored by this publication, and we still do not have a publication that would acquaint us with the legislation before the Code. This legislation, which has not reached us in full, has to be hardly searched for in different books. That is why the publication of the now printed monument had to send a cursory review of the movement of legislation on the part of the law that touches the monument published here.
