This edition is a thematic publication of the documents of the Archive of the President of the Russian Federation, currently transferred for permanent storage to the Russian State Archive of Contemporary History (RGANI). They characterize the most important aspect of the internal policy of the Stalinist leadership of the USSR - state grain procurement in 1931-1932. It was during this period that the essence of the agrarian policy of Stalinism was fully manifested - the transformation of the Soviet village into an uninterrupted source of resources for the needs of forced industrialization. The most important of these was bread. The documents of the collection show the mechanism for planning grain procurement, the development by the central government of methods for their implementation at the regional level, its interaction on this problem with the party leadership of the regions.
