The monograph for the first time recreates a complex and multifaceted picture of the famine of 1921 on the territory of the modern Kirov region and the Udmurt Republic, the interaction of the state and the peasantry against its background: tax policy, assistance from state and public organizations to the village and the response of the peasantry to the famine and the activities of the Soviet state.
