This book is an attempt to combine some valuable statements of prominent political figures, scientists and writers about oratory. The collection does not claim to be an exhaustive collection of all methodological advice and statements. It mainly includes excerpts from the works of Russian and Soviet authors. The section "Antique Authors on the Art of the Orator" is given as a model of the rhetorical advice of the ancients.
