Joseph Nye is one of the main strategists of American foreign policy, a theorist of neoliberalism, who is on a par with Soros, Brzezinski and Reagan. It was he who, in the nineties and noughties, created the modern doctrine of American foreign policy, developed the concept of "soft power," prepared invasions of Iraq and Libya, and also helped turn the instrument of sanctions into a full-fledged weapon against peoples disloyal to the world hegemon.
