The book focuses on the concept of "World Mutiny." Back in the 60s of the last century, the author prophetically identified the main threats to the world and forms of armed struggle at the turn of the twentieth and twenty-first centuries, such as partisanship, insurgency, and global terrorism. In principle, it is very difficult to understand modern terrorism as a phenomenon, including international, without studying and comprehending the approach of a wonderful Russian scientist. After all, it is obvious that the similarity between the rebel, which is characterized by "rebellion-style warfare," and modern international terrorism is practically photographic. So, terrorism, according to E.E. Messner, is both one of the new forms of modern warfare and a way of fighting the weak. It turns out that there are many similarities between rebel and terrorism. This is the absence of any templates and norms, the absence of classical, grandiose mass battles (against mass armies - the tactics of "mosquitoes"), psychological warfare in order to conquer the mind and soul of the attacked people, violence (intimidation, terror) and partisanship - the main means in this war, etc. In the rebellion, as in the fight against terrorism, the regular army actually lost its military monopoly; along with the armed forces, an irregular army is fighting, that is, "fighting without troops" is taking place - partisans, saboteurs, terrorists, pests, "saboteurs" (term E.E. Messner) and propagandists.
