It splits into two departments, the doctrine of security and the doctrine of welfare, and thus embraces the entire doctrine of governance. In this work, extensive in size and harmonious in implementation, the author draws his main idea about the freedom of private initiative and the assistance of society and the state in cases where the forces of a private person are insufficient for the full development of the individual.
