The purpose of this monograph is to fill the existing gap in Russian historiography and lay the foundation for the study of this topic, answering the main question: who were the collaborators - traitors to their homeland who went over to the enemy's side during the harsh war period, or victims of war who went to cooperate with the occupation authorities based on difficult conditions of existence.
