This book, in its main part, consists of papers that were part of the personal archive of Nicholas II, which was stored with him in his Tsarskoye Selo palace. This - the Romanov archive, which included not only family papers, but also some documents of the largest state importance, was quite large and, after the October Revolution, entered the Central Archive of the RSFSR. In addition to the papers of Nicholas II, the kiigu also includes some, in most cases logically related to them, papers of Sturmer, who was in 1916 (from January to November) chairman of the Council of Ministers. In addition to the documentary part of the book, a rather significant place in it is occupied by articles by V.P. Semennikov, closely related to printed documents. These articles were intended not only to clarify, comment on the documents in the book, but, by attracting a number of different other data, to slightly expand, in each case, the picture that emerged from a particular document, so that in this way various facts and strokes are more closely tied as material, to the general history of the last period of the monarchy.
