For the first time in Russian historiography, the monograph fully presents a detailed historical reconstruction of the creation and development of the rear militia system in the USSR of the 1930s. Almost all the research material was prepared on the basis of materials extracted by the author from the central and regional archives of the Russian Federation. The book is intended primarily for specialists - researchers in the history of military construction, mechanisms of political power, and mobilization-type economics.
