The manual describes in an accessible and concise form the basic concepts and states of functioning of metrology, standardization and certification. The mission, vision and credo of the systemic interaction of metrology, standardization and certification are studied as institutions of quality of life. The development of the systems "Metrology," "Standardization" and "Certification" as quality institutions is implemented within the framework of the TQM (Total Quality Management) strategy and the institutional field of the Law of the Russian Federation "On Technical Regulation."
