The catalog publishes materials of architectural competitions for the project of the Leningrad House of Soviets (1936 and 1939-1940) from the funds of the State Museum of the History of St. Petersburg. The building of the House of Soviets was supposed to become the core of the new city center, which was supposed to be created in the area of ​ ​ Moskovsky Prospekt. The book is illustrated by drawings of leading Soviet architects of the 1930s: E.A. Levinson, I.I. Fomin, N.A. Trotsky, I.G. Langbard and others.
