The current political situation of the Black Sea, giving freedom of navigation to ships of all nations, at the same time opens up scope for the arbitrariness of maritime powers to harm coastal peoples. From these latter, however, it is necessary to exclude the small states of the Balkan Peninsula, which do not have independent political significance and therefore cannot be attacked from the sea.
