The whole district is shocked by the nightmarish events that took place at the Tower Motel. A woman named Amy brutally killed her family and then committed suicide, leaving a mysterious inscription on her mother's old picture: "29 numbers." The only survivor is her young daughter Lou, who managed to escape through a window and hide on the roof. Jason Hawk takes over the investigation. His wife Margot and her sister Piper were friends with Amy as children. They loved playing in the Tower Motel, which always had 28 rooms. Jason feels that this is for a reason, and soon begins to suspect that Margot and Piper are hiding something.
