During the reign of Peter the Great (independent rule: 1694-1725), large-scale reforms of the army, state and society were carried out in Russia. The most important of these reforms was the introduction of a recruiting system for the army, in which soldiers were recruited using regular forced recruits from the lower classes for lifelong military service. For the population of Russia, these recruitment kits from this time until 1872 became one of the most difficult state duties. Under Peter the Great, several dozen recruitment kits passed. After the introduction of recruitment, the flight of recruits increased sharply. This study is based on materials about the Russian recruiter under Peter, in a large number of preserved in the leading historical archives of Russia.
