It is unlikely that any other ships of the Imperial Japanese Navy participated in as many combat operations as heavy Japanese cruisers. Created and perfectly prepared for surface naval combat, they fully justified the funds and efforts invested in them, but turned out to be powerless against carrier-based aircraft and submarines, which were rapidly developing the day before and during the war.
