At the beginning of the Great Patriotic War of 1941-1945, by the decree of the State Defense Committee of September 17, 1941, universal military training of the population aged 16 to 50 was again introduced, carried out by the People's Commissariat of Defense and its local authorities. During the war years, millions of fighters were trained in the Vsevobuch system.
