The deplorable state of the Red Army was largely explained by the political repressions carried out by Stalin. In the late 30s, as a result of mass purges, the Red Army was beheaded. And the point is not only that many officers were executed or exiled to camps, but also that such a fate befell primarily the best Soviet officers.
