The textbook was prepared on the basis of the current legislation of the Russian Federation and in accordance with the latest achievements of legal science. It describes the history, theory and practice of organizing and implementing local self-government in the Russian Federation, highlights the financial, economic, legal and territorial foundations, as well as the problems of guarantees, competence and responsibility in the local self-government system. Considerable attention is paid to the theory of municipal management, municipal marketing and personnel service in local governments.
