Crime blooms where the law enforcement system is dormant. The commander of the St. Petersburg SOBR, Sergei Severov, nicknamed Raven, was convinced of this the hard way, when inveterate scumbags coolly shot the people closest to him - his wife and daughter. Seeing that the investigation is stalled, Raven decides to deal with the offenders on his own. By declaring merciless war on the criminal community, he is outlawing himself.
