The dictionary is the fourth in a series of dictionaries representing, since 1971, a new Russian vocabulary by decades. It contains new words formed on Russian soil and borrowed from other languages, previously known words with new meanings, new stable word combinations, which appeared and were quite actively used in the texts of periodicals in the 1990s. The dictionary explains their meanings, use of words are illustrated by excerpts from the texts of periodicals, information is given on how they are formed or from which language they are borrowed.
