The directory contains 792 biographical certificates for persons who held the posts of heads of territorial party organizations - secretaries of regional committees, regional committees and the Central Committee of the allied Communist Parties between the XVII and XVIII congresses of the CPSU (B.). The vast majority of certificates are provided with photographs. The reference book is based on materials from state and departmental archives of the Russian Federation and states - former union republics of the USSR.
