In the second half of the 17th century, the life of filibusters became harder day by day: Tortuga, once the main pillar of piracy, was almost depopulated, European states that showed considerable interest in America ended long feuds and made peace, ceasing to issue letters of marque that turned pirates into legal participants in hostilities.
