The volume includes basic documents and materials of proto-party organizations "Union of Liberation" and "Union of Zemstvo-Constitutionalists," zemstvo-city congresses, which reflected complex and contradictory processes of formation of Ideology, programming, strategy, tactics, as well as the development of organizational foundations of leading Russian liberal parties of the early XX century.
