This edition includes materials from the archive of the famous Russian historian Valentin Semenovich Dyakin (1930-1994), author of a number of monographs and articles on the problems of the internal policy of the autocracy of the late XIX - early XX centuries. Archival documents collected by the scientist V.S. Dyakin for the monograph "The National Question in the Internal Policy of Tsarism" contain interesting and practically unknown information about how both central and local authorities tried to solve numerous problems related to the life of various peoples in a multinational country.
