The first section examines the personal forms of judicial institutions in Russia, i.e. the establishment of a court on the basis of Russian Truth, its features in areas such as Novgorod and Pskov; judicial institutions during the transition from personal to collegial forms are shown in the second section: Tsarist Duma, Massacre Chamber and Orders in their subordinate regions. The third section covers judicial institutions in collegial forms that appeared as a result of the reforms of Peter I.
