The first department provides general information regarding the Russian Empire: Russian Imperial House, Higher State Institutions, etc.; information about the civil administration of the province; list of military units residing in the province; in the spiritual department, etc. Reference information entered the second department. Statistical overview of the province for 1888, data on the population movement of the Coven lips. etc., are contained in department 3. The appendices formed section 4 of the book.
