From the preface:" The exceptional interest shown in the Eastern Slavic issue by Western European political and public circles is quite understandable. Much depends on its resolution in relations between European states and, first of all, the Slavic states that arose during the great war on the ruins of the Austro-Hungarian Monarchy. This interest is intensified in particular by the fact that now it is obviously impossible to talk about the former centralistic Russian Empire, but we have to deal with the peoples and national states that are now resurrected to political life and which will have to arrange their lives not on the basis of violence and coercion, but on the principles of agreement with each other and recognition of mutual interests."
