Considered state and municipal finances as the most important sphere of the financial system of Russia, the budgetary structure and budgetary system of Russia, the mechanism of interbudgetary relations, the regulatory framework for the formation of revenues and expenditures of budgets of all levels of government, their balance, taking into account the budgetary and tax reforms carried out in the country, restructuring of the budget sector, the introduction of a results-oriented budgeting concept within the framework of the reformed budget process, as well as the reform of local self-government.
