Alexander Vladimirovich Bolotov - in 1905 he was appointed correcting the post of governor in the Perm province. Having been appointed in the midst of revolutionary events, at first he was engaged in restoring order: he introduced a state of emergency in the factories of the province, banned the liberal newspaper Perm Territory, and tightened censorship. However, the main business of Bolotov in the governor's post was the implementation of the agrarian reform of P. A. Stolypin.
