Joe Reeder, the under-secretary of the United Stated Army (1993-1997), said many of the world’s leaders have used a double, and he named names: Manuel Noriega, Joseph Stalin, Prime Minister Winston Churchill, Field Marshal Montgomery, Fidel Castro, George W. Bush and Osama bin Laden.
