The monograph addresses the problem of transnational elites, their place in the global system of financial, economic and political relations. An analysis of the relationship in the triad "national state - civil society - transnational elites" is given, the importance of maintaining a balance between these main actors of the modern world political process for strengthening and developing democracy in new historical conditions during the transition of mankind to the era of a global information society is proved. Particular attention is paid to the relationship between transnational elites and Russia.
