The English philosopher and politician Thomas Hobbes (1588-1679) during his long life witnessed many events that shook Europe in the 17th century: both the Thirty Years War and the Cromwell revolution. The treatise "Philosophical Foundations of the Doctrine of the Citizen" (De Cive) (1642) is a system of views concerning the problems of the functioning of the state and the rights of citizens. Considering civil peace to be the highest good, Hobbes, relying on scripture, proves that people, trying to get out of the natural state of war of all against all, conclude an agreement among themselves, uniting in a state. In the run-up to the Civil War, Hobbes sees the state as a vehicle that provides people with protection and peace.
