A novel approach to synthesizing optimal control of continuous deterministic and stochastic systems under incomplete continuous and discrete instantaneous state information based on sufficient optimality conditions is described. A methodology is presented that allows us to consider the solution of three problems from a single position: optimal control of stochastic systems, optimal control of the ensemble of trajectories of deterministic systems and optimal control of deterministic systems.
