The book tells about the work of the world famous urban planning theorist N.A. Milyutin. A professional revolutionary, Milyutin held a number of responsible government posts in the first years of Soviet power (including the post of People's Commissar of Finance), and in 1928 headed the Government Commission for the construction of new cities. After analyzing a large number of projects and proposals for the planning of new cities, Milyutin in 1930 published an original structural layout of the industrial city - a flow-functional system.
