In recent years, several collections have been published documenting the behind-the-scenes side of Soviet cultural policy. The proposed volume has its own characteristics. It contains and systematizes the most significant decisions of the highest party bodies on literature and art for the period from the beginning of the civil war to the death of Stalin. Most of them are published for the first time. In addition, an attempt was made to highlight the almost unknown role of punitive bodies in the formation and functioning of the Bolshevik cultural model.
