Mayakovsky's words "Time, forward!" better than any political slogans characterize the atmosphere in which Soviet cultural policy arose. This publication seeks to declare a special substantive and methodological perspective on the study of Soviet cultural history. Soviet society is seen as a space of radical design and experimentation in the field of cultural policy, which was by no means homogeneous, often multidirectional, and sometimes chaotic and contradictory.
